Allowable temperature rise = 130 - Ta = 130 - 35 = 95°C. Rja_max = 95 / Pd = 95 / 8 = 11.875 °C/W. Therefore Rha_max = Rja_max - Rjc - Rcs = 11.875 - 1.2 - 0.2 = 10.475 °C/W. Select a heatsink with Rha <= 10 °C/W for margin.
A linear regulator drops 5 V at 0.5 A: Pd = 2.5 W. In a small plastic enclosure with limited airflow, passive heatsink Rha might be ~20 °C/W. With Rjc = 10 °C/W and Rcs = 1 °C/W, Rja = 31 °C/W. At Ta = 35°C, Tj = 35 + 2.5*31 = 112.5°C; if regulator Tj_max is 125°C, this is marginal. Options: reduce Pd by switching to a switching regulator, increase heatsink or add a small fan (forced airflow can lower Rha dramatically).
Secure mounting and correct electrical insulation are critical. Use insulating pads where the heatsink may contact other conductors. For through-hole power devices use proper washers and torque on mounting screws per datasheet torque values.
