Excessive heat can reduce component lifespan, cause erratic performance, or even result in catastrophic failure. Now set your target temperature rise (component max minus estimated ambient, e.g. 125 degreesC - 35 degreesC = 90 degreesC), and divide by dissipation to get the max allowable total thermal resistance (R):
R_total = T_max - T_ambient / Power (W)
Plug the numbers in:
Subtract the junction-to-case (from the datasheet) to find the maximum R allowed for the heat sink. For something like TO-220, this is ~2.5 degreesC/W, meaning you'll want a sink rated less than 10.4 degreesC/W.
