Start by calculating steady-state heat to remove. For a linear regulator dissipating 3 W: use basic power calculation to size the heatsink. Example formulas:
If ambient temperature in a South African workshop is 30 °C and you need to keep junction below 125 °C, you can select a heatsink with Rtheta (junction-to-ambient through sink) that keeps the delta within limits. Remember that adding forced airflow (fan) reduces effective thermal resistance significantly - consult product specs when choosing a fan/heatsink combo.
