Suppose you are attaching a 2W SMD regulator to a heatsink using a 2mm thick silicone pad (thermal conductivity = 1.5 W/mK). To estimate temperature rise (T) from pad resistance:
Thermal resistance (R) = Thickness / (Conductivity x Area) = 2x103 / (1.5 x 4x10) ~ 3.3 K/W.
So, temperature rise = Power x R = 2W x 3.3 ~ 6.6 degreesC. If ambient is 27 degreesC, the pad would add only about 6-7 degreesC to the device junction in this use case-well within safe means for budget hobby builds.
