Start with a basic power-to-temperature calculation. If a regulator dissipates 5 W and you allow a 25 C rise above ambient, required heatsink thermal resistance Rth_max = DeltaT / Power = 25 / 5 = 5 C/W. If your chosen heatsink is 8 C/W, add forced airflow to reduce effective Rth or select a larger heatsink.
